How can you get DYFS to understand when a man has control over the wife?

This man has such emotional control over this woman that she can not do ANYTHING without his permission. She has no friends and cannot speak to her family.How can you get DYFS to understand when a man has control over the wife?
Generally, you can't...the person in that situation has to see it and want to change it.
